You can do a function recognition with the "featureworks" add-on (available from SW pro, I think)
Be careful, it only recognizes simple functions, and personally I have a lot of trouble completely redefining an imported part.
Otherwise, you have the "move face" function which can work if the modification is not too important.

What do you call modifying a step? Add functions?
If this is the case, it is not a problem (to see if the step has been imported as a volume or surface)
Then modify the initial dimensions of the component that was converted to a step, indeed the only solution is to use the FeatureWorks add-in which will recreate a false creation tree.

Warning, FeatureWorks Recreate a Creation Tree... but it is not the one that will transform a surface room into a volume room (because I have the impression that your problem is more on it).
If the goal is to be able to remove material from a part imported in surface, you have to right-click on an imported function, import diagnosis and then try to repair everything in order to obtain a volume part.
