What Catia V5 license do I need to register a stepped product?

If the file is a catpart (catia v5 file) you can save as and choose the step extension (*.stp or *.step) and then open it on solidworks. 

If the file is a catia V4 model you can open it on catia V5, then double click in the tree on the word "Master", then double click on "SET", then select "ground" and then right-click and choose "copy"; Open a new Catpart from the design part menu and then do the paste option. and thus you can do the save as option and go through one of the extensions said at the beginning for catia V5 and so on. 

Another thing: there is a conversion software that preserves the operations and the tree structure but it is a pro and expensive, it's called DATAKIT
