With an inkjet plotter (e.g. HP DESIGN JET...) you will get a very good quality rendering for plans, however if you also use your plotter for control sketches for example (1/100 part contour control) then use a pen plotter instead.
For me, color for plans is optional, but hey who can the little the least.

And above all, what budget?
