It seems that the objective is to retrieve these properties in the cartouche and not in the outline.

Indeed, the goal is to recover the properties of multiple bodies and not the properties of parts.
Currently the only solution I have found is to select the notes and link them to the view manually but the problem is that they are not in the background...

I didn't quite understand the problem.
I drew a frame in welded constructions (4 bodies)
In MEP, I made a table of lists of welded parts or a simple nomenclature where I call the properties of the bodies and it complements each other well:
