I often see in drawings the terms REF. and TYP.

 

What does this mean?

The terms REF and TYP

REF = Reference

TYP = Type

I did have a vague idea of reference and typical 

But what does this imply or mean in the plan?

I have attached the tolerance which is signified on the plan. (I can't send the whole plan)

if I have a rating of 1.06 ref 

Does this mean that there is a tolerance of +-1%?

1.06 +- 0.0106

Apparently it's a map in English:

TYP for typical, it avoids redimensioning repetitive elements.

REF does not refer to the general tolerance, it is rather that it is a reference rating (absolute rating but to be confirmed according to the context)

for the general tolerance, indeed for 1.06, we can interpret it as 1.06+/-0.0106 but be careful NLT (Not less than?) limit to the tolerance to 0.005 (watch out for the units...).
