No, not available, the last one is the SP3.
Access is indeed impossible on the SolidWorks customer portal for the moment, if you choose the French language (in English, it works and access is ok)

The sp4.0 is currently in EV (early visibility) version, in other words in a test version for solidworks beta tester customers and resellers... generally it takes about two weeks between the EV version and the normal version available for download for everyone.
