You have the answer if you open them with a simple text editor:
// SolidWorks Installation Manager CheckFile - DO NOT DELETE OR MODIFY!

Status = 2

In fact, these files are used to store the status of downloads to verify their integrity.
I think that if you delete them, when running the setup, the download manager will recheck all the files.

Ok I'll test your idea, the why is simple to have a clean folder to copy on each post:)
The notion of proper is entirely objective ;-)
Also, why bother copying the 3 or 4 GB of data? We share the "SolidWorks Downloads" folder. Each machine is updated directly from this folder.
Our network is not efficient enough to install directly from a local location so copying to the ssd at night and in the morning the installation is much faster:)
