Normally SolidWorks is in the language of Windows, see this tutorial:

Is there a "french" folder in the SolidWorks folder?

You can try going to the Tools/Options options and unchecking the option indicated in the attached image.

When launching SOLIDWORKS, it uses the language defined in the regional and linguistic options defined in Windwos if and only if the language package in question is installed with SolidWorks.

If you use Windows in French and SW doesn't launch in French, I think the French package is not installed, try modifying the SolidWorks installation and check that the package is checked.

Did you download this legally?
If so, in the installation launcher you should normally be able to select the language.
