If the wing of your HEB is 10mm thick and the plate is 12mm, the cord should be a=0.7*10=7mm.

As for the standard, I don't know.

But there is a whole range of welding personnel and also welding for aerospace applications, the same goes for divers. It is also necessary to take into account the standards for filler metals and welding products, not to mention welds under gas protection.
It all depends on what you are looking for and especially for which sector. If it is for locksmithing, boilermaking or aeronautics, they are not the same requirements.
