Isn't it a shift rather than a symmetry that you want?
By a symmetry I'm not sure. But you have other solutions that may be available to you.
Why not do a linear repetition? Or if you want to do it by construction, why not consider a rehearsal driven by a sketch?

I have 2015, to see if it works with 2012...
In your sketch, you right-click on your text, then "Dissolve in sketch"
All your text becomes a sketch, then you do what you want with it, move, symmetry, repetition, rotation, scale...

If it's to make a symmetrical written text there's a dedicated function for that in tools, entity sketch, text.

I gave you an example of a linear repetition driven by a symmetry so that you have the numbers in the right direction. Instead of piloting the annotation, we must pilot the line that guides it.
It's up to you to apply it according to your needs.
