Why in the solidworks 2021 version there is no longer this BRUSHED BENT SHEET METAL function?

This feature has not disappeared in SW2021.
Try logging in with another Windows user to see if it's not related to your profile.
Otherwise try to add the function in the "Sheet metal" function bar

The attached plan template could be made with the Solidworks 2018 version in sheet metal but no longer with the Solidworks 2021 version.... What for?

Your part does have a "Sheet metal" function, but it is not foldable anyway. This shape can be obtained by stamping (a basic function that SW does not know how to treat).
I am enclosing a piece made with SW2021 but just as unfoldable!
The simple revolution function would be enough, so no point in my opinion to go through sheet metal.
