I've tried several apps, it doesn't work well, the lines are transformed into a sentence with special characters.

To convert a PDF file to a DWG or DXF file in AutoCAD, the usual method is to use AutoCAD's PDF import function. Be careful, the quality of the conversion depends heavily on the quality of the initial PDF file and the type of content. Vector PDF files work better than image scans (raster PDFs).

Not all software is of the same level, one of them had created lines
non-continuous, sort of poly line/curve, but not very usable.
I think the person had written a Word document for a quote by integrating copied views from a SolidWorks type 3D drawing

I forgot to mention that we were using the DRAFSIGHT software from Dassault
and not precisely AUTOCAD
I still looked at the possible formats for importing
is there DGN / SAT / DELMIA XML / 3DCC / SVG / HOMEBYME?
I hadn't found PDF (which on the other hand is feasible in export)

Little chance of obtaining a format that can be used in dxf if it is printed from an image then transformed into a pdf.
All the solutions online or via software work well if it is a drawing format (CAD or CAD) transformed directly into a pdf.
Otherwise it remains unusable or hardly usable unfortunately.
It seems to me that in this case, if the PDF is of good quality as said @Patrick_EMIN, the scan is of quality if the pdf is just as good.
The ability of software today even on free software, can get results. Especially since there is a need on this side, because many industrial sites in France, old ones, need to digitally reproduce paper plans.
I had tested this site before it became paid and it worked surprisingly well. But I agree with the others, you need a fairly clean image at the base.
