Is it possible to turn it into a 3D view with a section view on a pdf file?

This is not possible because you can only recover one image.
Anyway there is not enough information to switch to a 3D volume because in addition the view is in section.
We should hope that the cutting plane is in the middle and that everything is symmetrical. In addition, it is an ASM composed of 34 parts.
Even for a very experienced human being, it would take a little time (at least 2h30 ;-) ;-) ;-) to redo all the parts with a mano. The oscillating shaft and the attachment of parts 41, 61, 42, 20 and 16, to mention only that one, will be sporty

Especially since in addition, the PDF is very "rotten", in the sense that the technical view is an image pasted into a "word", the result being exported as a pdf.
So you can't enlarge the view to look for details.
