You should try the scaling function.
However, since I use it once every Bishop death, I don't know how it will behave with splines.
It also depends on how you made the inner and outer spline (if drawn separately it shouldn't make a PB on the other hand if you did with another function it might make you squirm.
Be careful with the scaling the thickness of the keel will move.
You should tell us why you want to change these ratings. Is it only once or several times depending on the model.

basically I would like to change the length, width and height of the boat because when I select the SolidWorks measure tool, the dimensions are not as I would like.

What exactly is blocking it?
I see that there are dimensions in your sketches, what happens when you change the values of these dimensions (SW displays a message)?

You should take Surface Smoothing and not Volume Smoothing.
