I don't think it's configurable, but I offer you a diagnosis:
- Back up and restore solidworks Via settings
If the problem is gone, there is a parameter to find, otherwise
- Logs on to Windows again.
If the problem is gone, there must be an interface option, otherwise it can only be a bug,

Visiativ support unblocked the situation for me.
Let me explain:
You have to force the reappearance of the bar by: Right-click on a function + lower the bar to the bottom.
For your information, on other files that I opened, I didn't have the bug. So a bug on a file and not on the system settings.
