I have a part that has been modeled, but this one is in obj format. 

I want to change the dimensions to fit my needs and send it for machining.

I use the catia v5 software and Solidworks.

Hello (for CATIA).
CATIA does not reread the OBJ format, it will have to be converted to "STEP, IGES, STL,... "
The result will be facetized (most certainly impossible to modify).
The fastest method will be to re-model based on the file import.
Without seeing what he looks like, it's not easy to help you more than that.

You don't go winning the OBJ format, it's for 3D printing.

Your model is complex to redraw, it will take a lot of time.

The level of detail of the model will depend on the number of facets in view of the image, the number will be too large for you to work on it in surface or solid mode with CAD software.

The best way to get the CAD model (not facetized) which is originally or an exchange format step, iges..

If you have no other choice than the OBJ file, you will need a software other than CATIA capable of working on the mesh in order to reduce the number of facets (e.g. cutting the symmetrical parts, keeping only half a part, etc.)

The "Facet" module of SpaceClaim for example.
