This is normal.
It should be remembered that once saved in an N version, a file can no longer be opened by previous versions.
It is also recommended to start a conversion of your files to the latest version (still make a backup...) with the task scheduler.
Small note: I don't know how your computer system is configured in general but beware of long paths/filenames: at one time, the limit was 256 characters for the whole path + filename. I add that having the 2019 version I open without any difficulty the older versions until 2015, there are surely some features that will not work I think of all the config, maybe in the surface, (but it's not even sure). For PDM I don't know!
On the other hand, obviously impossible with a 2018 version to read a 2019 or 2019 version.
In other words, upward compatibility but not backward compatibility as @stefbeno says very well.
