I don't know the requested button, but with shift+ click on the axis in question it works on my SW (even if I only use this very rarely):

If it's just for 90° there is the right click held and then dragged to pop the radial menu.
Otherwise I don't see which "button" you are referring to.
After that, nothing prevents you from changing the increment in the option / View / Arrows menu of the keyboard: 90° which allows you to rotate your view using the arrow keys on the keyboard. (by the way I just changed it on my configue )

I just tested it and I didn't have this menu even though it was checked... Of course he was in a corner on the 2nd screen.
If it is out of visible area, you have to play with the screen positions or turn off the 2nd one to "repatriate" the menu in question. (sometimes it works)

In general, I use a keyboard shortcut assigned to "normal view to..." (the "N" key in my house, but I don't remember if it's part of the original shortcuts.)

I don't have this need in the sense that my parts generally have an auto constraint that pre-positions the part. even if the orientation is not always good, that's already the case^^
Maybe in time I will use this "pre-orientation".

All this is good but I personally prefer to put the 1st constraint to orient the part and then finish constraining it rather than orienting it and then constraining it, I find it faster.
