How do I fix a section view?

I would like to know how to fix a section view because with the configuration it d=moves up and down

I don't know if that's what you want but:

- right click on the cut line

- edit the sketch

-click on the line then on "fixed" (the anchor)

- Leave the sketch

Or even better,  do as William says but dimension the line along an edge or other.

Or is it the view on the drawing, in which case you can freeze/fix the position by right-clicking on the view.

When I change configuration the two cut view moves from bottom to top I would like to fix them

This probably comes from the way you constrained your basic sketch. everything is based on it. So, you have to either change your basic sketch, or freeze your cut but it may put you mistakes in the plan!

The problem is that even when I right-click and freeze by changing configuration it still moves

Yes, so for your piece, your origin must be at a point that never moves and your cut must go through this point (not always possible...)

And from there it will work. Otherwise... redo your eyesight every time...

I don't know if I understood correctly, you say that your cut moves up and down depending on your configurations. On your last photo we see that you make a cut that is normal to a body at 87° so for me it's normal. So I think that if you turn your piece by 3° the part you cut will be horizontal so no more problem of moving the cut.
