I would like to be able to create a model assembly: a tube and a plate to create a pipe support.
When inserting this assembly into a parent assembly, is it possible to tell it to create a new configuration automatically so that it can create multiple supports on the fly, with different tube and board dimensions?

Yes, it is possible using the Configuration-Publisher

You will be able to assign fixed values as well as free or limited variable values.
For a configurable assembly, you will need to create configurable parts.
Be careful not to put your files in read-only...

Configuration-Publisher works very well for this case with one inconvenience, and I find that every time you slide a part, it will ask the question of what you want.
So if you slip 10 x the same configuration you will still have 10x the question.
