It will not be a direct conversion.
In fact, the stl will be converted to a prt (see below), then you can export it in the format you want (step).
Namely that the stl is a facetized model so "rotten" from a SW point of view and the conversion to step will not help anything.
Depending on the complexity of the stl model, the capabilities of your machine and the type of license you have (standard, pro, premium), it is possible that SW does not generate a volume body but just a graphics body and in this case, you will not be able to do an export step.

Completely agree with @stefbeno If you want a volume (and not a graphic one) you may need to use Scanto3D (available from the Memory Pro pack) to import the mesh file (or point cloud) and convert it to a volume

I complete: Basically, if possible, ask again in step format if possible.
Otherwise conversion (with the problems mentioned above)
