How do you plan to make the piece?
All functions are performed before biting or rolling?
Or is machining to be expected afterwards?
The chamfers (1) in general prevent the unfolding of a sheet metal, the grooves (2) in my opinion too (to be checked)
There's one too many in the surface of the roll (why)

I think that these 3 points prevent the unfolded.
Start with a rolled sheet metal (which unfolds) and add the functions one by one and you'll find your answer.

You started with a new design, you didn't convert from the STEP...

If your machining does not need great precision, it may be feasible, if not too advisable, to machine before rolling.
For the method, you start from the @m_blt part, which is perfectly made in sheet metal, and you add a configuration with a removal of material on the unfolded.
As mentioned by @m_blt the machining function of the press blocks the bending function.
So one removal of material for the unfolded and one for the rolled part and you remove it or not depending on the configuration.

@Alfoncpasmamob not a fan of unfolded surfaces, impossible to generate an unfolded one with the folding parameters corresponding to your folding machine. This method remains too random for my taste.
