You go to View > Toolbars > Blocks. The bar will be in your command manager and you will have the create block function.

I was more interested in having the possibility to create a block from a previously inserted table, not to create a sketch to draw a table.
I haven't figured out how to do that yet.
What format is the painting in?
This is a table that I created by doing Insert>Table>General Table.

if you create a table via insertion==>table==>general table it won't work to create a block, on the other hand if you manually draw your table using the sketch lines it will work by right-clicking on it and you will have ± in the middle create a block...

That's what it seemed to me, you can't convert a painting into a block... Too bad, for once it would have been useful.

Have you tried to insert the table directly into the basemap without going through the block box?
Put yourself in room mode and then insert your table. Then save this table on your desktop or elsewhere in Dwg or Dxf that you can delete.
Create a drawing, insert a block > Browse and take the table you saved in Dwg (don't forget to select the right file format to see the Dwg)
For me it works.

Creating a general table in a basemap is not possible, only BOMs and weld-boms are available.
MARTIN. Julien, I tested your technique, it can work after a few adjustments (the table is put next to the data and smaller...), but I'm going to make another solution to avoid losing visual quality of the writing.
I saved the table in my basic template and in the creation tree, I display it or hide it, as you wish.
