Or can we act directly on a text file?

Yes and no... I don't believe that this is possible directly in the properties. But if you study the forms, you should find what you are looking for

The second solution proposed by @coin37coin only allows you to add properties to the list presented in the "Property name" field.
For the second one, we would have to test.
Otherwise the "Text Value/Expression" field is handled by SW's standard data such as mass, volume, density, etc. and global variables. ( Adding Properties - 2022 - SOLIDWORKS Help)
In my opinion, we should therefore create a document template with the desired global variables and thus have them in the proposed drop-down list.
I don't think there is a txt file that allows you to modify this list (probably in a DLL or hard-coded in SW code).
The form editor is another way but personally I don't use it since we are in a PDM vault.
Last idea, pre-configure everything in a document template if it's feasible (it all depends on who should be displayed in this field)

Combined with Mr. @coin37coin's answer, this should do the job...
The key is to save your changes directly in your document templates.
I can only advise you to change the location of your "properties.txt" file
as well as your document templates and to make a backup for security before any changes.
not forgetting to change "File location in Solidworks options.

I don't just use it because there's a data map with metadata that does the job.
