CAD software is a big "gas factory" and there are often conflicts with other "parasitic" apps, including optimization software and software pre-installed by the manufacturer in my opinion.
A good CAD station is above all a PC with a minimum of "parasitic" software installed.
Personally, I always do a big cleaning of the type: Uninstall unnecessary items + "Disk cleanup" + CCcleaner + Defragmentation before each installation.
Disk access will be faster and your RAM memory will be lightened to leave a maximum of "air" in CAD use.

If the station was sold by the SolidWorks reseller, then contact them to report this problem.
The Dell software is developer for the improvement of perf with SW, the problem comes from PA policy of my hypertreading
