EPDM administrator, the rights to move files from the library to another folder in the vault are requested by the person who manages the library but who does not have Admin rights.
For me, his rights to move are only in the library and when the files are in the "new" state. Otherwise it must be allowed in all workflow states, so become Admin.
Can you confirm this point?

It all depends on how you manage your library files in terms of workflow. If they only have a few states, the easiest way is to give move rights to the states concerned in addition to the file right.
We can give an opinion but it all depends on your organization at the PDM level.
it is better to create a "Library" group and give it the right to move folders than in the library tree.
Also allows you not to give access (or library validation) to users who generate too many errors, file problems, description, or article referencing...
And therefore to limit the time to "repair/clean up behind them".
Yes, this need to move files can occur for those who "manage" a library (but especially not all CAD users), because once the files are validated, we may have to restructure the subfolders differently, and therefore without the need to pass versions on the files (EPDM takes care of keeping the file pointing).
Generally we avoid this kind of restructuring as much as possible, anticipating as much as possible the needs, and future options, but sometimes we can't escape it.
So by planning the right tree structure from the beginning and therefore creating the right subfolders. Even if at the beginning there is only one, a few months later, when you need to add folders in parallel, and with this way everything is ok with a limited need to move files / folders.

We have already created a group with a "CAD Library" workflow,
The person who wants to move the files is a draftsman and manages the library. In this group, move rights are checked to all states of the CAD Library workflow!
Once the file is in the "CAD BIB IN EDITING" state, it gets a message saying that it does not have the rights to move its files outside the library! he can do it again!
Only the Admin can move a file in the editing state!
If anyone has a solution!

The travel authorization must be placed in two places:
- In the group/page Permission Folder Access/then choose the Library/root and check Move Folders and Files
- In the group/page permission status/then choose all the states of the library/flow and check move file
