I think that the block definition function (in the "create block" function), then a deletion of the different blocks and then a purge should help you.
Otherwise by using the function to break the blocks and purge, would that solve your problem?

Apparently the reference should be deleted, but I can't do it.
The problem lies in the fact that there must be blocks inside other blocks, I have the impression.
This must involve the removal of the first, second, third level blocks, etc.

You need to check the "Show entities without references" option!
In your screenshot, these are the non-purgeable items that are listed!
