Unless I'm mistaken, it only works if the view is at a different scale from the sheet.

And yes it's normal, in fact when you insert a first view, it automatically scales your sheet, so the scale is not indicated with your view, but should be in your cartridge normally. Otherwise to insert the scale of your view, you must modify the scale of your sheet with a value that should not be identical to the ones you want.
In the options, autoscaling is disabled.
In my memories, under Sw 2010, when I inserted views, he put the scale underneath me.
The scale of my sheet is 1/1, my views are on a scale of 1/5 or 1/10 or 1/8 etc....
In this case, the boxes in the options should not have been checked when you made your plan models. They must be re-recorded with the boxes checked.
Otherwise right-click on the view and insert a label.
