It is a tube that I made in sheet metal in order to be able to develop it later except that to develop it, I need the material removal to be "normal" at the thickness.

Conventionally; I couldn't find any solution. We have to go through a fold-and-fold process to get there in 2016. Maybe on a more recent version it will work better. In any case, here is the file with the manipulation to achieve it.
