Before opening your step, do you close all your pieces in SW?
If a piece already has the same name as one of the pieces in your step, he opens the already open piece and that would explain the pb
Otherwise, there is no reason for me that the export should be bad.
I would even say more, besides the probable problem of file names mentioned by @sbadenis (go through the pack&go export, to add a prefix to the components...) , it is often better to " lock " all the parts in the SLDASM assembly before converting it.
But above all, never try to convert an assembly with " flexible " subassemblies, at least not to STEP, in which case favor the Parasolid format (In addition to renaming).
