My problem is this: I can't shape this piece in the direction of height
I know how to shape a classic rectangular piece but not a complex one

Can you send a side view?
If the edges are to remain parallel, this excludes the bending function. I think that classic extrusion-removal of material should be suitable.

Either your piece is simply a hanger
so it's simple you make a sketch of your hanger so thickness of your piece
you extrude and then you cut on the perpendicular plane everything in volume
where you go through the surface and there you can create bomb backgrounds of complex shape

Why not extrude according to the thickness of your plate (side sketch), and then cut it by removing material from above?
