Yes a solidworks session is already open, in case it is stuck in memory, it is possible to go through the Windows task manager to stop the process,
Since it's systematic, I'll start by going to SolidfworksRX, maintenance tab.
Then, if this persists, delete the "SolidWorks Journal Folder" value in HKCU\Software\Solidworks\Solidworks 2015\Ext References (solution provided by the hotline on the same problem)
I just renamed the file to Software/Solidworks/Solidworks 2015/Ext References/Solidworks Journal Folder for Solidworks Journal Folder old.
All this modification Solidworks closed when I restart it solidworks create a new Solidworks Journal Folder registry and still the same problem at startup

I have already encountered this problem and solved it in 2 different ways because 2 different causes (there are certainly more...).
1 - as @Lynk says, an instance is still running in the background or crashed but not stopped, make sure that SW is closed in the background: crtl+alt+sup -> task manager -> search in the background processes for names reminiscent of SW (sldworks_fs, solidworks...) and make them end the task.
2 - More subtle, does the Windows user have write access to the folder where the log file is located and more generally to the C:? I have encountered this problem once for SW and many times for ERPs. From memory, the basic installations of Win7 and Win10 blocked C: from writing to users and allowed only a few useful folders to write directly to it.

I had the same problem with Solidworks 2016. I deleted the "SolidWorks Journal Folder" value in HKCU\Software\Solidworks\Solidworks 2016\Ext References.
In the registry there was also a Solidworks 2010 folder, I also deleted the value "SolidWorks Journal Folder" and after reboot I no longer have the annoying message!
Anyone know if I can delete this Solidworks 2010 folder without fear?

Yes I was talking about the same message,
In fact when you open solidworks you can save the toolbars, configurations, etc of solidworks...
Therefore, if you save your configuration, SOLIDWORKS saves the path to the user folder with which the registration was made

And so when you launch solidworks, with another user account (example configure on administrator, taken over on user1),
SolidWorks cannot access the folder, it creates the error saying that it cannot create a log

I renamed Software\Solidworks\Solidworks 2015\Ext References/SolidWorks Journal Folder to SolidWorks Journal Folder old and deleted the original. After starting solidworks it gives me the same error message I went back to regedit and solidworks created SolidWorks Journal Folder again .
Is it necessary to do a different operation that delete?

I don't see anything just in the registries other than solidworks 2015 so that's not it
OK, so I deleted from the registry anything other than 2016, and it works!
Look in the SLDW system options for the "file locations", maybe you have paths that lead to folders that no longer exist, especially if you have restored settings from another PC.
