I guess electrical works like Solidworks. Did you free him from the previous workstation before uninstalling Electrical?

This is typically the error due to licenses not being uninstalled on previous workstations.
As I said earlier, we need to release the licence on the old sets. If solidworks is already uninstalled from these, you have to go through your reseller and explain the problem.
