I just did a test by moving a folder to the trash, no worries.
On the other hand, shouldn't you post in a group rather than a question?

To be clearer it is a project folder and not a folder included in the project that I cannot delete.

There is a bug, which probably appeared with the new version of the site. You can no longer delete a project, even if you are the owner. I have the same message as you.
It's a blocking bug that I immediately report to the development teams.

The bug has been fixed, you can delete projects again
