Unless the full filename (so with the folder path and the file extension) exceeds 256 characters, even then windows will have a hard time and you may not have access to your file anymore.

At the root there is no influence, but in a subfolder of subfolder etc .... It can affect search and typesetting performance because the access paths (including the file) must be a maximum of 255 characters.
So if the path to the parts Drive: Folder/folder2/folder3/Folder Parts/tartanpion12346789910.sldprt we are still within reason.
