No, nothing to do with the workflow, ours hasn't changed since 2012/2013. It is the tool that has changed its blocking rules.
Edit: incidentally I have an admin profile so the worklfow doesn't forbid me any action
It's always surprising these changes, which block the functioning of your workflow and it is what defines your process
