You need to save your changes in your templates (the *... dot) of Solidworks, or in a new "Standard".

The problem is that it's managed by the "document properties". So, as @Maclane says, if you save it in the templates, it's an option that will be valid for all new documents.
On the other hand, for the old documents you will keep the old options!
Except maybe to reload the base plan/document?

As it's in the .drwdot it doesn't change when you change the basemap.
For my part, I have developed a macro that modifies these settings which have changed as our frames evolved.
So, I have a macro that takes care of updating the basemaps and putting the settings back to square for the different notes for the views for example.
I have the same type of code in another macro during recordings that checks if the settings are good (we went from French frames to English frames so I have to change all the detail view identifiers...)
