After updating to the 2017 version of SOLIDWORKS, I encounter a problem.
already I didn't have any symbol display at all (for example instead of the logo I had <MOD-DIAM>) it was due to a naming problem of my GTOL file. SYM
I renamed it and was able to get some symbols back but not all. For example, when I want to insert a tolerance of concentricity, perpendicularity or other, it doesn't show me any symbols and gives me the error message that it can't find the GTOL file. SYM
However, if I write a note, I have access to these symbols.

I think that the insertion of your screen prints did not work
However, you can start by going to the system options ==> File location
If you click on "Edit all" a table will open and you will be able to see if some paths have not remained on Solidworks 2016. If so, replace them with the new ones.
Edit: I see the screeshot now, the problem was on my side
I just checked on my side and in reality you have to point it to the folder C:\ProgramData\SolidWorks\SOLIDWORKS 2017\lang\french (it's a hidden folder)
Oh damn you're a chef!! It's okay I got everything back. Even the other links that were going to look in SW2016 and that I couldn't find anymore in my new folders.
On the other hand I was able to access this folder by copying and pasting the link you posted in the bar but otherwise my solidworks2017 folder is not displayed how can I display my hidden folders?
