Was your material removed before the fold? If so, try to make the fold, unfold and do your material removal afterwards.

As promised, I took some time to work on your piece.
I can confirm that the problem comes from the removal of material that you have on each side of the lug (well, I think you understood that), indeed the sheet metal functions in SolidWorks require a constant thickness that you don't have anymore if you make these notches.
However I have a solution to do it, the part being relatively complex and heavy I don't hide the fact that I didn't go back to the original design so here is the approach:
- I filled the "notches" on each side of the lug with an extrusion function
- I made a sketch on the tab for the fold line and used the "sketched fold" function
- I got my first sketch which I used to fill in the notches to remove the material and therefore have my notches
I put a small screenshot of the creation tree to make it a little more meaningful.

As Vincentb points out, this is the blocking bar, you can activate it in Tools, Option, General and check the box "Enabled the blocking bar" (the option is available in 2012)
it is not necessary to perform the functions, I activated the option just to save a little reconstruction time during my design
