in a nomenclature, to make non-drawn items (glue, label etc.) I insert a line, I modify the value of the Designation cell but where it gets stuck: it is the quantity column that refuses to be modified
I specify that I am in SW2013 SP5 and that it works in SW2013 SP3

On SW2013 SP4, this also works.
The quantity of a new line, and even a line corresponding to an existing part in the BOM, can be manually changed .....

If it really gets stuck you can add empty parts in your assembly that represent your "non-drawn items" in order to have an adequate quantity.

FYI, I found the problem:
When modifying a cell in a BOM, a message is displayed and asks us if we want to break the link.
If you select the "Do not ask" checkbox, you can no longer change the quantities in the BOMs
by unchecking, again the message appears and it's OK
