We are partly working on AUTOCAD LT 2014, and when we make drawings, we place information outside the print frame (in our models) to reuse quickly. Simply this part is gray and the text as well as the mouse cursor become invisible.
Is it possible to change this color even via the registry other than by black or gray with the option/display/ check or uncheck "Show paper background"

This technique modifies the entire background color and not just the outside, so be careful not to end up with a background of the same color as the lines.
On the other hand, I have a hard time understanding why the outside of the printing area is gray while under Autocad, in general, the print area is defined by the user.
As far as I know, it is not possible to change the background color of the tabs in the paper space. The only customizable color is the color of the paper in the "Options" menu, "View" tab, "Colors... " with the "Show Paper Background" checkbox selected.
After a quick search and review of the registry, I don't think this is possible! Sorry.
On the other hand, after rereading your problem, you should know this:
If you set the color of the paper (print area) to white (default), the cursor as well as the "standard" color (white or black depending on the context) automatically changes to black.
If you set the paper color to black, the slider as well as the "standard" color automatically changes to white.
If you apply another color, the slider does not change color.
The problem of viewing the cursor outside the print area can easily be solved by assigning it another color ("Crosshair" parameter).
On the other hand, for texts, they have the color of the layer to which they are attached, unless this is imposed (other than "DuCalque" or "DuBloc"). You must then change the color of the layer containing the texts.
Personally, I keep the default colors, except for the "Uniform Background" of the 2D Object Space which I change to white. With this setup, I have no problems. My reasoning is that if you can't see well on the screen, you won't see it better on paper. In my opinion, this is the simplest and most practical.
