When you say ascending, do you mean in the parts list or the bubbles?
For the part list, you double click in the table, you select the header box of the guide column and then you click on the sort icon (AZ with a down arrow). No, you can also select a row and move it in the leaderboard by dragging it and then renaming the marker column.
For the bubbles, I think it does this automatically to prevent the lines from crossing each other. So it's hard to have anything in order at this level.

On inv.2013, I don't know about the previous versions, in the parts list: apply the necessary filters, sort and then save in the nomenclature. Does that answer the question?
