I attach the file, and remove the symmetry (it is in SolidWorks 2014). Have the same problem?

It's the fact of merging your 2nd Boss that makes your mistake, if you remove the merge it works.

@Mathieu is right, by deactivating the fusion and then by symmetrizing and then combining the 3 bodies it works.
But there is still something wrong....

Edit: otherwise by symmetrizing the entire body even with fusion it's OK!

Instead of selecting the face in the boss, I also succeeded by selecting a vertex!
Edit: by the way, this explains why symmetry is calculated like this, because it goes to the face in question so you have to select a point rather than a face.

I forgot, when you do your 2nd boss you tell it to go to the face of your part (so in a single direction) something that your symmetry can't take into account because it's a vacuum.
At least that's what I think!
Yes, as Mathieu ANGER says, the end of extrusion is set to "up to the surface"
in symmetry it goes as far as this surface
Here's the part that works by removing this option and blind extrusion instead

An idea by the way, why not go through the sheet metal functions:
- Sheet metal bent on edge, with the "tear" notching type if you don't want an interval.
- Then "Symmetrize" the fold.
