Can you do the test by putting 2 parts in the assembly and putting the PWR on the part and not the assembly. This is the only difference that persists with the image of @jsourd!

So I advise you to redo your mep by removing the old one.
Sometimes Solidworks bugs a little and when restarting the mep, it passes. What for? I don't know, but it happens.
In any case, with your plays, I succeeded. And I haven't touched anything about your config.

I did the manip again, you will find attached the 3 images of the setting up of the bubble:
Capture 1 balloon with article number: the balloon symbol appears in the name.
Capture 2 Changing the bubbles to custom property: the bubble symbol appears in the name.
Capture 3 Blueprint update: The bubble symbol disappears.
(image in 3 messages).
So a priori no solution for this point. tampi we close the subject.
