First of all, he has to be able to register his assembly in part and from what I understand he can't do it
So there is already a good basis for reflection
as long as he can't save in part don't bother trying to convert

it happened to me once... I had to redo all my assembly starting from a new assembly, I was careful that there was no external reference that complicated the thing and then he had accepted the register under and then go to STEP.
If not, there is another solution but which is much less paratic, it is to create an assembly in a room. So new part and then in insert -> Part. You have to insert all the parts with constraints when you bring them into the room and it directly creates a single part.
When it's urgent for a subcontractor and it doesn't work, it can help
